The 2026 EdChoice Friedman Index measures how much real access families have to private K–12 school choice across the U.S. by evaluating states on eligibility, flexibility of funding use, and funding parity with public schools. The report finds that while school choice programs are rapidly expanding, many states still fall short of true “universal choice,” with only a few—like Arizona and Florida—ranking highly, and no state fully meeting all criteria for maximum access and funding equity.
